Transportation Network Company (TNC) Committee Holds First Meeting

The Governor’s Committee on the Compensation, Wellbeing, and Fair Treatment of Transportation Network Company (TNC) Drivers held its first meeting on July 25, 2023 at 1PM. The Committee, created by Executive Order 23-07 is tasked with analyzing the working conditions of TNC drivers and is required to provide recommendations for state policy and legislative changes related to driver compensation and fair treatment of drivers. These recommendations are due by January 1, 2024. The committee has 15 members, one of whom represents cities. The committee plans to meet at least once each month.

After a welcome from Commissioners Nicole Blissenbach (Dept. of Labor and Industry) and Grace Arnold (Dept. of Commerce), committee members were provided a brief overview of Executive Order 23-07. The substance of Tuesday’s meeting was a presentation from DLI staff on TNC-related statutes and ordinances in other states and municipalities. Staff used examples from New York City, Seattle, and the State of Washington. New York City adopted rules setting a minimum per trip payment standard for drivers in 2018. Seattle passed both a TNC driver deactivation rights ordinance and a TNC minimum compensation ordinance. Both Seattle ordinances were superseded by state legislation passed in Washington in 2022. The Washington law established statewide standards for minimum driver compensation, paid sick time, workers’ compensation coverage, and driver deactivation appeals. Following the presentation members proposed topics for future meetings that included insurance, enforcement mechanisms for proposed regulations, driver experience (including driver safety concerns), the local licensing and regulation of TNCs, deactivation policy, pay standards and transparency, and independent contractor vs employee status for drivers. Learn About State Funding for Shared Mobility

The Minnesota Shared Mobility Collaborative will host its Summer 2023 convening on Thursday, August 2. Speakers will present information on regional transportation coordination councils (RTCCs), highlights from the recently passed Transportation bill at the Minnesota Capitol including state-level funding opportunities for shared mobility initiatives, and MnDOT’s forthcoming Moving Greater Minnesota Forward program.
