Draft Livable Communities Distribution Funding Plan Released
On Tuesday, the Metropolitan Council’s Community Development Committee (CDC) discussed a draft Livable Communities Act Fund Distribution Plan for 2024. Each year, statute requires an annual plan for the LCA funds. Council staff presented the draft plan as well as some minor scoring and program changes.
The draft fund distribution plan for the 2024 LCA includes:
- $5.5 million for the Contamination Cleanup and Site Investigation grant program
- $500,000 for the Seeding Equitable Environmental Development program
- $9.8 million for the Livable Communities Development Account Development program
- $5.5 million for the Transit Oriented Development grant program
- $2 million for the Pre-Development program
- $200,000 for the Policy Development program, split out from the Pre-Development program
- $3 million for the Affordable Homeownership program
- $2.5 million total for the Local Housing Incentives Account
At the February 5 CDC meeting, staff will provide more information on scoring changes, application criteria changes, updates to the homeownership program, and a potential new TBRA scattered-site pilot program. Once a plan is approved by the CDC, it will go to the full Metropolitan Council for approval on February 14th. View the draft LCA Distribution Plan for 2024 HERE.
More significant changes to the LCA program are anticipated for 2025, with planned participant and stakeholder involvement through 2024 on possible changes, and outreach and technical assistance with potential applicants. Minnesota Housing Program Application Dates for 2024
There are a variety of application deadlines coming up for Minnesota Housing programs:
- Round 2 applications for the MN Housing 2024 Housing Tax Credit are due on February 22nd
- All 2024 Multifamily Consolidated RFP/ 2025 HTC Round 1 application materials will be released on April 10th
- The intent to apply deadline for the 2024 Multifamily Consolidated RFP/2025 HTC Round 1 application is on May 7th
- Final applications are due for the 2024 Multifamily Consolidated RFP/2025 HTC Round 1 application on July 11th

Metropolitan Council Governance Task Force
The Metropolitan Council Governance Task Force, created by the 2023 Legislature, met on Wednesday. The Task Force considered a problem statement, as well as discussed various governance proposals put forth by individual members of the task force, including a “regional civic council”, a Council of Governments (COG), and establishing a separate metro transit district. The task force did not vote on any proposals and will meet again next Wednesday to continue its discussion of proposals. Questions? Contact Patricia Nauman at [email protected].
