Adult-Use Cannabis Guidebook for Local Governments

This month the MN Office of Cannabis Management (OCM) released a guidebook for local governments, as the office continues its work implementing the laws legalizing adult-use cannabis. The guidebook contains a variety of information for cities and will be updated as regulations are developed by the OCM. Click HERE to view the guidebook.

The guidebook describes the general authorities cities and counties have, including the ability to limit the number of retailers within their locality (so long as a one store per 12,500 residents ratio is satisfied). Cities can also prohibit cannabis sales between certain times during the week.

The guidebook provides information on how local zoning interacts with the various cannabis license types and describes how the local zoning compliance certification process will work as part of the larger licensing process. This resource contains a model ordinance and information on what can or cannot be included in a local ordinance regarding cannabis businesses.

Click HERE to view the Local Governments section of the Office of Cannabis Management website, which hosts the guidebook and other useful links for cities.
