Metropolitan Council Approves Funding for LCA Program Applications

On Monday, the Metropolitan Council Community Development Committee approved funding for the round two Tax Base Revitalization Account (TBRA) Grants. The programs under TBRA support projects across the planning, design, remediation and environmental stages of development. There were twelve applications received, and the Council recommended funding for all applications totaling $3.5 million. The recipients include the cities of Minneapolis, St. Paul, Hastings, Plymouth, Roseville, and St. Louis Park. The applications include funding for the Seeding Equitable Environmental Development (SEED) program, the Site Investigation program, and the Cleanup program within the TBRA. The Committee also approved funding for the Local Housing Incentives Account (LHIA) grant program. The LHIA program supports the production and preservation of affordable multi-family rental housing to help cities meet their affordable housing goals. The 2025 scoring criteria also prioritizes 3+ bedroom units and projects that will serve people who have experienced homelessness. The applications require a dollar-for-dollar match. The Council received 18 applications, and four projects were recommended for funding. The awarded cities include Anoka County HRA (in the city of Columbia Heights), Minneapolis, and Saint Paul.
